Social Influence does not always have to originate from character-initiated Social Interactions. Obstruction Events are a good example this happening can prompt the Host to come up with a story-related situation that inspires or threatens the characters. If things happen in the story that seem appropriately inspiring or disheartening, the Host is free to make a Social Interaction
