Foothold & Stronghold Staffing

A newly formed Hold (Rank:0) has a leader that is Rank:12 or above. The second elohim will be the secondary leader and ideally will be around Rank:7. The third elohim will ideally be about Rank:3. The elohim do not have to be of these exact Ranks if they are already Player Characters. If you are creating new elohim NPCs to fill these positions, they will be exactly at these Ranks. Under no circumstances may the elohim be out of order when comparing their Rank to their position. (i.e. the second elohim cannot be of greater Rank than the leader, nor can he be of lower Rank than the third elohim. The potential of this happening later should be automatically prevented through the use of Impact Honor. If it ever were to occur, however, you could choose to take one character out on missions more than others or could simply choose to swap the elohim’s positions within the Hold.) 

Once a Hold reaches Rank:7, four additional elohim are added. Ideally these elohim will be Rank:7, but the same considerations apply to these four as did to the previously added elohim. 

Once the Hold becomes a Foothold at Rank:12, five more elohim are added of, ideally, Rank:7. 

Upon becoming a Stronghold at Rank: 24, twenty-eight more elohim are added of Rank: 3. At this point it is advised that these elohim are not all individually named or treated as Player Characters. Small Groups of similar elohim are advised. These elohim should be treated as Non-Player Characters, or NPC’s. The Player who owns the Foothold can still give them orders and direction, but the Host will actually decide and resolve everything they do in a manner that can best move the story and/or Conflict along smoothly. 

Upon becoming a Kingdom at Rank: 40, one hundred and four additional elohim are added of Rank: 3 and are treated in the same manner as the last twenty-eight that were added.
